New Ingredient Labelling Requirements for Cosmetics

On December 1, 2004, Regulations Amending the Cosmetic Regulations were
published in the Canada Gazette, Part II.

These amendments require manufacturers to list all ingredients of a cosmetic on the outer label by November 16, 2006. Ingredients must be listed in descending order of predominance and by their International Nomenclature Cosmetic Ingredient “INCI” name (i.e. the name assigned to an ingredient by the International Cosmetic Ingredient Dictionary and Handbook, 10th edition (2004)). If it is not possible to list the ingredients on the outer label (for example, due to the size, shape, texture or ornamental nature of the container), the ingredients may be listed on a tag, tape or card and attached to the container. Alternatively, ingredients may be listed in a leaflet provided with the cosmetic at the point of sale.

A copy of the amended Regulations, which were released by the Cosmetics Division, Consumer Product Safety Bureau, Health Canada, is enclosed.
